Julie Lucas promoted to vice president at UTHealth Houston

After 24 years of helping shape the physical backbone of UTHealth Houston—from emergency preparedness and campus safety to major construction and auxiliary services—Julie Lucas, MS, is stepping into one of the institution’s most expansive operational leadership roles as vice president for Facilities, Operations, and Auxiliary Enterprises.
Lucas’ promotion marks the latest chapter in a career defined by steady leadership and deep institutional knowledge. She oversees a broad and complex portfolio that includes the university’s master plan, space reporting, campus construction, maintenance, utilities and controls, leasing, and internal trade departments. She also leads auxiliary services such as mail operations, vending, food services, parking, the bookstore, shuttle services, housing, and demurrage.
“I have been fortunate to dedicate the majority of my professional journey to UTHealth Houston,” Lucas said. “The supportive and talented colleagues I work alongside, as well as the sense of being genuinely appreciated, are key reasons I have remained with the university. My peers have taught me invaluable lessons, and I am grateful to contribute to a mission that is greater than myself.”
Since joining UTHealth Houston after working as a private industry consultant, Lucas has advanced through a series of increasingly complex roles, earning a reputation for guiding critical campus operations and long-range planning efforts that impact students, faculty, staff, and patients across the university.
Early in her tenure, she contributed to the Chemical Safety Program and later advanced to serve as manager of Fire, Life Safety, and Emergency Preparedness.
Her leadership trajectory continued within the project management team, where she held progressively senior roles including senior project manager, director of projects, and associate vice president. Her promotion to vice president reflects both her deep institutional knowledge and her sustained commitment to operational excellence across campus.
Lucas holds a Bachelor of Science in environmental engineering from Louisiana State University and a Master of Science in environmental management from the University of Houston-Clear Lake.
Outside of work, she enjoys spending time with her family, including visiting her children at their respective colleges. Her son Will is an engineering student at Texas A&M University, and her daughter Emily is a prenursing student at Stephen F. Austin State University. She is also active in her church community and enjoys playing mahjong. As a recent empty nester, Lucas looks forward to traveling more in the years ahead.
