Limited Submission Opportunities and Institutional Management
Limited Submissions are grant opportunities that restrict the number of applications from qualified institutions. When a sponsor imposes these limits, UTHealth Houston coordinates an internal process to ensure the institution does not exceed the sponsor’s restriction and to select the university’s applicant(s) through an established internal competition. This process is used to ensure compliance with sponsor requirements and to manage situations in which institutional interest exceeds the number of allowable submissions.
This page provides an overview of limited submission opportunities, how UTHealth Houston manages them, and where investigators can find and apply for current opportunities. Limited submission opportunities and internal application materials are posted and collected through UTHealth Houston’s InfoReady system.
Kevin A. Morano, PhD, Senior Vice President, will establish ad hoc internal review committees as needed, based on the nature of the RFA and the pre-applications received.
Internal competitions are used to:
- Ensure compliance with sponsor limits
- Manage situations where interest exceeds the number of allowable submissions
- Select the university’s nominee(s) in a well-documented manner
Timeline and Internal Review Process
While requirements may vary by opportunity, limited submission competitions at UTHealth Houston generally follow this process:

- Posting of the Opportunity
Limited submission opportunities are posted on UTHealth Houston’s InfoReady system as they become known.
- Internal Submission
Investigators submit the required internal materials (e.g., letter of intent, brief project summary, CV, or other materials specified in the posting) by the stated internal deadline.
- Internal Review (If Required)
If the number of internal submissions exceeds the sponsor’s limit, an internal review committee is convened to evaluate submissions based on criteria aligned with the sponsor’s announcement.
- Applicant Notification
Applicants are notified of the outcome. Nominated investigators are authorized to move forward with submission to the sponsor.
Once applicants are notified, the limited submission process concludes. Subsequent steps follow standard institutional procedures for proposal development, routing, and submission via the appropriate team.
Special Timing Considerations
- If the sponsor deadline is less than two months away, opportunities will be handled on a first-come, first-served basis.
- If the sponsor deadline is more than two months away, the opportunity will generally be evaluated for internal review and competition.

Investigator Responsibilities
Investigators interested in limited submission opportunities should:
- Review sponsor eligibility language carefully
- Monitor InfoReady for posted limited submission opportunities
- Submit all required internal materials by the stated internal deadline

- Program name or RFA number
- Primary PI submitting
- Proposal title
Early notification and institutional coordination is important, particularly when sponsor deadlines are short.
